The Pamantasan ng Lungsod ng Marikina (simply known as PLMar) is the first city government-funded university in Marikina City, Philippines. It was inaugurated on June 6, 2003.

Mayor Marides C. Fernando commissioned a team of consultants study and present a plan to provide an affordable and accessible tertiary education to city residents. On January 22, 2003, the Marikina City Council signed and passed Ordinance No. 015, which established Pamantasan ng Lungsod ng Marikina as a city university. The ordinance was authored and sponsored by Councilor Eva Aguirre-Paz.
In 2003, the Commission on Higher Education allowed PLMar to offer Bachelor of Science in Marine Engineering, Bachelor of Science in Accountancy, Bachelor of Science in Business Administration and Bachelor of Secondary Education. In 2005, the Technical Education Skills Development Authority accredited the following two-year courses of PLMar: Diploma in Caregiving, Diploma in Computer Technology, and Diploma in Computer Programming.
PLMar accommodated 1,800 students during its first year of operations.
